Mushroom clouds vs. date, places and times of hijackings

So, We supposedly couldn't wait for the proof that Saddam wanted to attack the US to come in the form of a mushroom cloud as that proof would come too late, so we had to declare war before it was too late.

Yet, because the Aug 6 PDB did not contain the date, places and times of hijackings, the intelligence was in-actionable.

What gives? Oh yeah. September 11 changed everything. The least they could do is say that they SHOULD have treated the non-specific intel as actionable.

And indeed, Moussaoui was IN CUSTODY before 9-11 - is having a suspected terrorist learning how to fly, but not land planes not "actionable"? Come on! What kind of dimwits are buying this crap?
