They've been developing their democracy since 1988 or so with electoral reforms to get the PAN, PRD, and others a seat at the table. I don't know anything bad about the PRD, the PRI has history of corruption IIRC, and the PAN was the rightist group but when Fox was elected some of the old-guard PAN were upset because he's not following the rightist path they desired - so to that extent seeing the PRD get some power in the .gov is good :)
