AAARRRGGGHHHHH!!!!!!
Even though he was dead-set against this commission and actively fought it, Even though most of this is Congress's job anyway, Even though they're not HIS reforms, but those recommended by the commission which he opposed and repeatedly stonewalled, (and, not coincidentally, now that he's behind in the polls and the Dems have been in the limelight)
...now Bush is going to try to make it seems as though HE's the one pushing for reforms and HE's the one on top of things.
And the media play right along.
Yes, they're such a liberal bunch, the media (/SARCASM OFF)

All the print news I've read on the subject (on the net) made it clear that Bush was forced by political pressure to accept these reforms. So it's just CNN playing the stooge.

Why is CIA director supersized to Nat'l Director, with an aid as CIA head?
"Under the reorganization Bush is backing, the CIA would be managed by a separate director and the national intelligence director would assume the broader responsibility of leading the intelligence community government-wide."
Does this mean the Nat'l Director has hire/fire and budget over all 15 intel agencies - or is this just window dressing?
The CIA Director now "leads" all 15 intel groups - but just does not have hire/fire and budget control of them.
It sure looks like Bush - and our media - are pulling a fast one as they con us that Bush has accepted the Committee recommendations.
