(Personally, I thought the auditors were part of the problem.)

The books have been opened and audited many times by anyone whose interested. Nothing to see here. Arnolds full of it.

at all levels, especially California. Auditing the books does nothing than show you where the waste is, you still have to convince people to cut it out.
good luck with that..
now, it is possible, but just auditing doesn't make things go away...
