The U.S. Government cannot own a broadcast property within the U.S. But they operate the largest radio network in the world...VOA and it's various affiliates that cover everything else. There's also VOA-TV that is beamed everywhere but to the U.S.
But then this doesn't take into account the government "regulates"...or in the case of broadcasters, enters a blood pact.
