OK isn't what Lott was trying the same tactics as filibustering a nomination? |

Bush Appoints Commission on Base Closings WASHINGTON - President Bush, brushing aside a stall tactic by Sen. Trent Lott (news, bio, voting record), R-Miss., appointed the nine-member commission that will determine military bases closings without waiting for Senate confirmation.
Bush made the appointments while the Senate was in recess, the White House announced Friday night. The recess appointments prevent delays as the commission prepares to make the first round of base closings in a decade.

Holds can be done by one member and can be anonymously done. At least a filibuster allows for accountability.

is another tool, like the filibuster, that allows an individual Senator or group of Senators to influence the outcome of a bill or appointment or vote.
Each Senator has a lot of individual power, unlike the House, where a majority rules all outcomes.
