Why do our leaders always make "surprise" visits to Iraq?

Why do our leaders always make "surprise" visits to Iraq?
So Rummy has made a surprise visit to Baghdad today... Why are these always surprises? I mean why not announce it to the world and drive down the main highway from the airport to the Green Zone in an open-air car waving to the adoring crowds who will shower him with flowers and cheers? Seems more like democracy is on the "slink" than the march.
