There is a very simple problem with voting...the ability of an individual to socially shirk from voting is enormously high, one vote usually doesn't make a difference and that person can save the opportunity cost of an hour to vote. Especially for people who really need the money they make in an hour. So we give a $10 tax refund for all people who vote. Basically, your time spent voting is refunded.

b/c people CAN'T work, so they have no opportunity to make money...which doesn't exactly help people.
