I noticed that Junior has appeared at local diners, bars and breakfast houses across the nation.

Does this jerk really believe that hanging out in a "regular joint" will convince grandma and grandpa that dismantling Social Security is a lovely idea?

He is making a joke about this restaurant. He is scoffing, in his way, about this place. He looks like, in his joking, that he considers this place beneath him and I suspect he does, as would his two daughters who frequent the most upbeat of all restaurants.
