Who decides that arrested looters and arsonists get food and water instead of displaced refugees?
there is no infrastructure to detain and arrest a destructive mob.
The 1st one who gets shot by the PD or National Guard, then the others will reevaluate if their actions are in their best interest.

Do we shoot them too? What about people just coming out of their house with their own belongings and the cops take them as looters, do they get shot? Where's the line drawn?

I think looting necessities (food, water, medicine) should be ignored so long as its unarmed and no one is looting the looters with firearms.
They have got to get order back in there, and unfortunately, alot of gun stores have been loot.
However, the huge mobs that are destroying things and terrorizing other... well, lets hope that after one falls, the rest will stop, otherwise itll be a huge bloodbath.

But I have no sympathy for arsonists and people who steal hospital generators. Both of which can KILL people and in the case of fires in a city with no water pressure, a lot of people.
I can't believe people think this is alright.

This is BUSH's fault, the authorities cannot SAVE LIVES NOW because BUSH did NOTHING about sending in GUARDS for that purpose..

All the good stuff will be gone when the managers get back. Management won't be able to say, See that big screen on the top shelf. Put it in the back of my pickup truck. The inventory says it floated away. This is pety bull shit! They have insurance and if they don't they are just to stupid to stay in Business. I think is the directive of that FEMA prick. I liked him and the Governor. Now that FEMA has moved in they are turning into Republicans. Throw those people off the boat to make more room for the inventory!

Looting occurs at stores. Sabotage occurs at facilities. Saboteurs can be shot on sight after their is proper notification of this condition of Martial Law. This reduces the need for enforcement personel.

You can't blame them for trying to restore order. Looting can snowball, and if people get the idea that no one is going to stop them, it gets worse.
that not a white thing nor black thing, not a Dem thing nor a Bush thing...it's a human thing.
At first, they tried to stick to lifesaving, and it got worse. People setting fires, people stealing generators needed for hospitals and other important stuff.
They tried to stick to the lifesaving (for most of today they refused to go after the looter and stick to saving people), and eventually the cost of doing so became high to the degree that some of those lifesaving measures were being threatened by the looters.
I have no problem with this. You can't allow that kind of widespread craziness in a crisis situation, particularly if it's impacting lifesaving effrts.

I thought they were griping about people breaking into stores. I would tollerate that until federal back up arrives. The people need food, liquids, clothes and other survival items. Even if you have 1.5M in the bank. Banks are closed you have no money. Even if you did have pocket money. They have no employees. But once help arrives that has to stop. That is all the more reason to be proactive on a disaster. You take supplies to the people they don't have to go out to forage for it. But Thank You for the update. As always it's worse than what I thought.
Maybe they are just tired of waiting for help that they might not know is on the way and are starting to pull themselves up by their own boot straps. No doubt that there are profiteers there too. But I think uncoordinated survival efforts may have begun. That can be a danger to the General Welfare. The uncoordinated efforts can sabotage coordinated efforts. How ever unintentional it may be. They need to get info the people.

I've been reading reports on this board of rescue boats being taken at gunpoint.
In the best of all possible worlds this would not happen.
