"During Street's term as mayor, his personality has become a recurring issue. Street, according to his critics, has alienated potential allies on Council, slowing approval of his anti-blight program among other things. His disregard of legislative leaders in Harrisburg makes it tougher for the city to advance its agenda there, and may have contributed to state takeovers of the Parking Authority and Convention Center.

But, like so much else in Philadelphia, perceptions of Street's personality are refracted through the prism of race.

Just 25 percent of white voters in the recent CBS poll held a favorable view of the mayor, but 76 percent of African American respondents viewed him positively.

"The level of racially polarized voting is nowhere as high as it is in Philadelphia," said David Bositis, a scholar with the Joint Center for Political and Economic Studies, an urban affairs think-tank in Washington."

"OVERCOMING campaign stumbles and a weak approval rating, Mayor Street leads rival Sam Katz by 8 percentage points among likely voters, according to the Daily News/Fox Philadelphia Keystone Poll.

The poll found Democrat Street with 42 percent, Republican Katz with 34 percent, Socialist Workers candidate John Staggs with 2 percent, and 21 percent undecided in this year's mayoral race.

The new poll shows Street with more crossover racial appeal than Katz, winning 19 percent of the white vote, while Katz gets only 9 percent of the African-American vote.

The poll shows Street getting higher marks for his job performance in almost every category - including crime-fighting, improving neighborhoods and improving the city's image - than he showed in the March Keystone poll. But still fewer than half the voters surveyed - 42 percent - said he deserves re-election.

Is the City of Brotherly Love a hotbed of racism? Ladies and gentlemen of Philadelphia, it just may be.

When the administration of an inept black mayor (Wilson Goode) allows members of a radical back-to-nature group (MOVE) to repeatedly thumb their noses at the law, and then, after his administration drops a bomb on the block and destroys an entire neighborhood, including 11 human beings (yes, even MOVE members are human beings), that same mayor gets re-elected largely because the city’s black voters voted black, yes, Philadelphia is racist.

But is Philadelphia’s Republican Party racist? Only if you’re Mayor John Street and you need political hay in a tough re-election battle with Sam Katz.

The mayor is in a tizzy over the GOP’s recent mailing urging voters to “Take Back Philly” by electing Mr. Katz on Nov. 4. Mr. Street says the mailing injects race into the campaign and goes too far.

How does it do that, Mr. Mayor?

The phrase “Take Back Philly” contains not a single shred of racism.

And even if it does contain a subliminal racist message (only Dr. Sigmund Freud could say for sure), it’s not nearly as racist as your infamous declaration to the NAACP last year: “Let me tell you, the brothers and sisters are running the city. Oh, yes. The brothers and sisters are running this city. Running it! Don’t you let nobody fool you, we are in charge of the City of Brotherly Love. We are in charge! We are in charge!”

Mr. Mayor, tell us how you really feel.

Street's numbers are horrible here. The big problems that I see is that he has alienated white voters in the NE and South parts of the city.

They do not like the man. They bristled when he said "the bruthas and the sistas are in charge". The editoril I enclosed above shows the level of antipathy that many voters in NE Philadelphia have toward him. They are motivated to vote him out.

The editorial above does make an interesting parallel. In 1983 W Wilson Goode eked out a win against Frank Rizzo, the last time the race was really close. Race played a role in that election. For some reason race flares in Philadelphia like a roaring flame.

This is better than the poll that had Katz ahead by 6 points and suggests that the two are running evenly. The problem for Street is that people simply don't like him. The City is in better shape but he has alienated a lot of people in the city. And that is going to be a problem.

Ultimately it will come down to who gets their people out. I think that if Katz is going to win it will be this year. I had originally thought that Katz had an edge, but it seems like Street has recovered somewhat.

Philadelphia is 4-1 Democratic. If anything that will save Street, but if he does win, I predict a win of around 1,000 to 10,000 votes. However, right now, part of me thinks that Katz will win. It's just too hazy right now, although Street's negative make me want to say Katz will eke out a win even though I still feel conflicted.

If the race turns on whether Phialdelphia is a better place then Street wins. If the race turns on whether people like Street or not Katz wins.

11. Philly mayoral elections have reflected racial divisions since 1971
when the execrable Frank Rizzo was elected. Rizzo was a Democrat(at least he was at that time) but he so alienated the black community
that they voted overwhelmingly for the GOP candidate. Only the
elections of Bill Green (1979) and Ed Rendell (1991 and 1995) were
not polarized by racial issues.

The piece in the northeast times is correct. Wilson Goode was an
abysmal mayor and his incompetence in handling the MOVE incident led to one of the worst events in the city's history. And yet Goode was
reelected because Rizzo had switched parties to oppose him. Black
Philadelphians voted almost unanimously for Goode who served a dismal
second term as the city plunged into a financial crisis. Rendell
is seen by many as the saviour of the city and he used the mayors office
as a steppingstone to the governors office.

The polls now showing Street in the lead are somewhat surprising in
that another poll had Katz in the lead two weeks ago.
I expect this to be extremely close and decided by one or two
percentage points.

I can't tell who will win. It's that close. But I do say that if this turns on Street as a person then he loses to Katz.

12. Street is not the worst mayor Philly has had, but
he's not that good. He is a crooked pol of the standard variety, with a wife with a cushy city job making $100K+ and the usual galaxy of cronies.

(oh and look up how Street has treated firefighter with Hepatitis C to see his true persona in action)

I'm glad I don't live in Philly. Torn between my dislike of Street and my white-hot desire to NEVER AGAIN VOTE REPUBLICAN (I will not feed the Bushevik-Totalitarian Beast even with a vote for dogcatcher), this might be one of the few races where I couldn't pull the lever at all.

I am torn. And I have frequently sad of Street ("the brother and sisters are in charge")...

I don't want Bush to have Katz in the Mayor;s office help push PA into Bush's corner in 2004. I don't necessarily like Street either, but I can't stand the thought of him helping Bush in 2004.

He's twice declined to meet with him during
Bush fund raising trips to this area. Even if
Katz is elected he would be aware that Bush is
not popular here.

Street even arranged for a company run by his brother
Milton to receive a no-bid contract for equipment
maintenance at the airport. Milton Street cleverly
named the company "Notlim" (Milton spelled backwards)
in an effort (I suppose) to conceal his involvement
in it. When the contract became public knowledge
John Street quickly pulled the plug on the contract.


Street is such a creep that it would be difficult to
vote for him but I probably would.

15. I now live just west of PHilly
so I haven't followed this incredibly closely but I'd hate to see the city fall into republican hands. The takeover of the Parking Authority has been a nightmare and rampant nepotism would spread to other agencies as well, I'm sure.

Street is a dem but he really came down on the wrong side after the predatory lending scandal broke a few years ago. He seemed to want to allow predatory lenders to continue to prey on the poor, low-income and mostly minority elderly people by saying it would chase legitimate lenders away from the city. Hogwash. He didn't dare veto the bill that city council passed unanimously, IIRC, only because it would have been political suicide. As councilman he opposed Domestic Partner legislation but also seemed to change his mind when he saw it would affect his mayoral aspirations.

And the stadium scan was unconscionable.


I think the dem base will largely remain faithful but Katz is talking about cutting city wage tax which might boost his turnout on election day.

17. Street has made some homophobic statements in the past
He's not exactly going to rally the white liberals
who are sometimes the deciding factor in Philly elections.

Since I live in Delaware County I won't have to choose.

Katz used to be a dem and as another poster noted, he has refused to be seen with Bush even though Bush lauded his campaign and endorsed him at a recent fundraiser in Drexel Hill. Veddy interestink.

We worked in the dem. primary to get anyone except Street elected to city council years ago. Street won the dem. primary and therefore the election...

He is not a nice guy.

Unlike most of the posters here, I am a resident of Philadelphia and have been for a long, long time. I don't live in the Northeast, or in South Philly. I live in Center City, five blocks from City Hall. I am white and gay.

And lest my Democratic credentials be suspect, I feel compelled to state that at no time in my life have I ever voted for a Republican in a state or federal contest. Not one. And, I guess, I have been voting for more years that many of the posters here have been alive.

That being said, I continue to resent the implication that all Democrats are good and all Republicans are bad. Furthermore I strenuously resent the implication that to reject Mayor Street is racist. Appending a "D" to someone's name does not make that person a Democrat, and I also resent that type of shallow thinking.

Mayor Street is a bad man. He is corrupt. He has furthered the machine politics in this city to the detriment of all people, of all colors. He has caused, or furthered, through his corruption and venality, the destruction of our city schools and most of our city institutions. He has undertaken to destroy parts of our city, for example, Center City, because this part, a Democratic stronghold, voted for Katz before. He loathes our significant gay community.

Often we here scorn, legitimately, religious fundamentalists who wish to convert democratic institutions into a theocracy. Mayor Street is the king of faith-based initiatives.

To suggest that Mayor Street could, in some remote manner, assist in the election of George Bush in 2004 is just silly. We here are not that stupid.

My allegiance in life and politics is to Democratic principles and I think I am sufficiently intelligent to know that someone who registers to vote as a Democrat, or who runs for office as a Democrat, may not necessarily be a Democrat, or a democrat.

And I said that I was not neccesarily a fan of Street. I was also not accusing any Katz suppoters of being racist. Let me make that clear.

But I will say that inevitably race is part of this campaign. The campaign is charged racially. Now who is responsible for that is debatable.

You have every right to vote for Katz. But beware of one thing--he will be out campaigning for Bush in the battleground state of PA next year. And the face you see on TV may not be the Katz who governs.

However, this race will come to the wire. I just fear that a Katz victory will enable Bush to carry PA in 2004.

30. I agree with you, in a very limited sense.
You state: "this campaign is charged racially." To that, I agree. I truly believe that Mayor Street is a racist, and I frankly see little evidence that Sam Katz is a racist. Furthermore, Mayor Street has done little to discourage racism in our city, and frankly has endeavored to increase the racial polarization here.

As to your contention, based, I assume, from some distance, that Sam Katz, if elected, may "enable Bush to carry PA in 2004", let me remind you that in Philadelphia, Al Gore got 449,182 votes to Bush's 100,959 in 2000. I don't think Philadelphia is likely to vote Republican in 2004, and I don't think Sam Katz would have much influence outside of Philadelphia among swing voters.

Crucial votes in NE Philadelphia and the suburbs gave Bush I PA by a 51-48 margin in 1988.

Again feel free to vote for Katz. Frankly, if I lived in Phila, I would probably consider him.

At the same time, though, I would be concerned abuot Katz helping Bush next year.

32. Katz as mayor I believe would have very little influence
on how Philly votes in a presidential election. Then there's the Rendell factor and remember Gore carried PA in 2000 with Ridge as guv.

timbo, your initial post was very well informed and thought-provoking. I lived in Philly all my life until 10 years ago and I've seen mayors come and go but the "D" after Street's name is misleading in this case. I believe Street is for Street and the rest of the city comes somewhere farther down the priority list.

Bush carries Pennsylvania. Arlen Speter wins re-election. Mayor Katz brings out crucial votes in NE Philadelphia in favor of both men.
