What does everyone need to know:
Who has evacuated and Who hasn't
Why doesn't every city and town set up a toll free number with an answering device which could say :
Press 1 if you are evacuating: recording will allow you to say who is with you and where you are headed with a contact number
Press 2 if you are staying: your address and the names of the people staying with you.

I don't know of anywhere that is so large it has a cross-towm toll call, though I suppose New York might possibly.
However, there could be an issue of calling from pay phones - to the extent there are many left.
I think an x11 type number would be better, though I don't know how many such x's are left these days.

were vacant and where the residents had gone and which houses needed to be checked on for survivors. I think this is a very simple system and it could work for the use I have outlined. Also, obviously, it would make the town a conduit for information about residents.
