I present to you the requirements to hold a Texas commercial pesticide applicator's license:
Applicants for a commercial applicator license must: Pass the (Texas Department of Agriculture) general examination, laws and regulations examination and at least one category/subcategory examination other than aerial application or demonstration & research pest control; Provide the required certification of financial responsibility; Submit an application with a nonrefundable fee of $180; Not have been convicted of a felony involving moral turpitude in the last five years; and Submit or have employer submit an Applicator Business Registration.
If we can somehow finagle "conspiracy to manipulate Texas elections law" into a crime of moral turpitude, then not only won't he be able to be a congressman, he won't even be able to spray his kinfolk for the next five years.

Pretty much any substantial fraud (intent to deceive) constitutes an act of moral turpitude. I did a Westlaw search for California cases and couldn't find any directly on the point of "election fraud" but the definition of fraud is pretty broad generally.
