Not really new ground being broken, but it did point out the botched and late responses, the cronyism, and the chronic personnel shortages.
One thing that stood out was the sheer unfitness for the job of FEMA director of everyone w appointed to the job.
Another was the contrast between responses to Katrina and Florida, where equipment was there early and millions of improper payments were made afterwards.

I think Brown followed orders exactly as directed.
Curiously, "hurricane Pam" was the excercise drill they did for it a year ago, and lasted for 5 days. Coincidentally, the "stand-down order" for responding to Katrina lasted for 5 days, and the events unfolded just as they had practiced.
It appears that Brown was the perfect person for the job (by those who hired him).
