1. Cali's budget is a very open process |

The entire budget is printed each year and the non-partisan Legislative Analyst reviews it each year and recommends spending changes. BTW, Cali also has an Auditor General to audit state programs.

not only is it a very open and public process, ... for schwartzenegger to say he "is going to open up the books", suggests that it is not a public process, and that is a HUGE MAJOR LIE!!!

cooks the books to make him look fiscally responsible, (no proof yet, but an enterprising journalist would get a pulitzer if he could uncover all the cheating), it's no wonder Arnold needs a "chef" as well. Unfortunately, Gray Davis was too honest to employ any number of accounting tricks one can do to get desired results of hiding the real problems.
