I think I would choose the latter actually.

Anything that prolongs this through next year's Congressional elections is a good thing. The press has A.D.D. If Rove pleaded guilty, by next year the press will have forgotton and again they'll be falling for *'s pre-election terror/saber-rattling B.S.
