1) The issue of whether we were lied into a war will not be a subject of prosecution. It's CONGRESS'S job to investigate the non-crime of betraying a nation, and it isn't. Congress didn't investigate before the war, it isn't investigating now.
A criminal prosecution, that is, isn't going to save the republic. Bush is still president, we are still at war, and congress is lying down.
2) If Libby is pardoned, he is unable to take the fifth for future investigations, and will sit in a grand jury room and answer every single question truthfully or he'll be prosecuted again.
