Byrd is pointing out that Bush signed a directive giving Paul Bremmer and the CPA all executive, judicial and legislative authority to do whatever it needs to rebuild Iraq in any way it sees fit, with NO oversight other than Bush.
Constitution? We don't need no constitution!
Go Byrd. PLEASE, everyone, send an e-mail to CNN, ABC, NBC, et al, and demand they cover this.
*Sigh* But they won't.

17. What do 'ties' have to do with the amendment? |
|
- Byrd is talking about how the senate has relinquished their right and Constitutional duty to make sure all tax money is wisely spent. Bush* has circumvented the people's representatives and refused to give an accounting of where the money is going.
- This makes war profiteering easier for the Bushies...but it's against everything the Constitution stands for.

Dear honorable Senator ,
It's been awhile since I wrote to say THANK YOU. So Thanks for all you do . I'm so glad your here a Patriot to our beloved Constitution and to our Soldiers . You inspired me to adopt a soldier to send care packages and letters to. His family is unable to send him things to better his time in Iraq . He sent me a picture and now instead of writing to a stranger I am writing a friend .
I was opposed to this invasion before ,and now every time another soldier gets wounded or killed I worry . He's been away from home for a year , and been in Iraq for 6 months . Let's try hard to get him home safe please . I'd like to meet my friend someday.
Thanks again , Proud Patriot

throwing the $87 billion into Iraq without far more accountability would be throwing money into "a whirling storm of White House rhetoric and wartime profiteering" ....

18. Stevens refused for a while to let them take a vote |
|
because the accountability should be an ADMINISTRATION function, not a Congressional function!! Sure let's let the administration audit itself and report to itself, and then let Congress have the summary that omits all details!!
Taking the vote now.

Yeah, Byrd. Stevens is trying to get them to vote on Democratic amendments that have not been filed.Trying to get a bunch of accountability amendments, all different, into the conference report so they can get rid of the one with MEAT: Byrd's amendment.

25. Congress would have oversight of the Iraq reconstruction funds, |
|
Edited on Wed Oct-15-03 04:24 PM by revcarol
through THEIR accounting mechanisms and the Bushies would have to report to Congress on how the money is being spent. Not just Bremer or Rummy deciding how the money is spent and keeping it secret, and NOT the administation self-policing itself and reporting to itself. The first report would be due in JANUARY 2004.
FORGET WHETHER IT IS omb THAT IS ATTACHED TO cONGRESS, OR WHAT.But it would be the Congressional accounting arm that reports to Congress, NOT the IG or any other Bush agency.
Now have I sufficiently confused you?
Bush, Rummy, Condi & Bremer are being set up. The pork will be obvious.
