He seems to have suddenly discovered what we have known all along. That the impetous for terror comes from the hatred generated in the madrassas and that hatred is a direct result of US policy. But as usual, it looks like his answer is to kill the messengers........

you just can't generate a "finding" at will, can you? Unless we need the CIA too suddenly "find" WMDs or Saddaam or Usama in order to get some positive press.

is not someone or something to be found, but rather a determination of need. If the CIA needs permission to begin a certain plan or operation, that is what is known as a finding, and is approved by the President.
