I think it's a running count of all registrations. I'd really like to see a head count of how many non-banned Du'ers there are, but of course that still would not give any information about how many people lurk and how many have simply gone away on their on accord. Nonetheless, the RATE of new memberships can be viewed as an indication of the impact DU is making in the online community.
