You can regard the question in any of several ways: a) Which is actually correct? I don't see how it could possibly be other than the latter, but if you can explain what the former might in fact mean, I'd love to hear about it in a response below; b) Which do you say? I bet most here would claim the latter; c) Which does 90% of the population say? I'm betting the former; d) one of the many other goofy responses I've provided because I can't stand leaving any space blank.
Inspired by what popped into my head when, in spite of being totally exhausted, I just. couldn't. get. to. sleep.

On whether or not you are sending "this" TO hell, or describing the inherent hell within "this," whatever this may be.
In my experience, the term is usually used when you don't want to deal with "this," and thus, you are commanding that "this" be sent off TO hell!
I think some folk say "ta hell wid dis!" which could sound like THE...
It could be regional, too.

my 91 yr old great grandmother loves that one, sometimes shortened to just 'lands of mercy!'
edited to add: 'of' is pronounced 'uh', like it's all one word.
