When my kids were small (ok, very small) I used to have large egg hunts at my house. When they were infants and had other friends babies at the hunts, I used to take the eggs and put a small bit of popcorn inside, superglue them closed and hide them. I hid "gift bags" with each childs name on it along with the eggs just to make sure that even the little ones got to "find" something. I put the egg rattles inside the bags.
You might try that with the one for you cat too. Even a little jingle bell inside might be fun for a cat!

(The other favorite toy) just to make it rattle. She didn't care...she just loves to chase and bat!
Fortunately, my children are well past the age of needing a rattle!
