191 x 235 pixels

... and blow it up to 483 x 652 pixels.

You can't blow up a digital image nearly 160% and expect high quality. It's just not possible.

A quick search of Yahoo News would have yielded lots of large-scale pics of Bolton, including one where it almost looks like he's praying. Why the person creating this image chose to go the Google route instead is beyond me. It couldn't be laziness...
