Mostly used by the ignorant and the nervous.
Though "ha" and "hah" are also used to denote laughter when used in print, and "huh" can be a genuine (though still not 'regular') way of asking "what?" or, at the end of a sentence, as a kind of "isn't that right?"
And "eh" can also mean "what?" when used in speech.
But when used without meaning, they are disfluencies.
