Sprinkle the borax on the seat, take a wet( not too wet but not too dry) and rub the borax into the seat. Let dry then vacuum off. If it takes away cat urine,stain and smell, it will work on this.

"Zep", sold at Home Depot, is one example. Pet supply houses, online and in the mall, should carry enzymatic cleaners. They are often labeled as "odor-eliminating", but not all those are enzymatic.
They do reduce or eliminate odors and stains from blood, urine (including male-cat urine), vomitus and feces. I use them often.

Never actually tried Simple Green on this, but it does take chicken crap out of upholstery so cat urine shouldn't be a problem.
