HonestReporting is bewildered by recent media reports that are factually incorrect in describing the road map's most basic points. The background:


A key component of the road map is the uprooting of terror groups. The PA, however, rather than directly confront Hamas, Islamic Jihad and Fatah, cut a deal with them on the side — a hudna, or tactical ceasefire.

The hudna between the PA and terror groups sets an outrageous (and under-reported) condition for suspending Palestinian terror: Israel's "release of all prisoners and detainees, Palestinian and Arab...without condition or restriction."

The world media, in surreal fashion, have accepted this shift, allowing Hamas to set the terms for road map progress:

--- The New York Times reported this week: "The release of Palestinian prisoners is just one of many demands placed on both sides under the Mideast peace plan, known as the road map."

Actually, the road map says absolutely nothing about release of Palestinian prisoners. Only the hudna — which Israel never agreed to — demands a prisoner release.

1. Prisoner Release

While there is not reference to the prisoner release speciaficly in the Road Map, it is primarily mentioned in the interim agreements post Oslo, which are followed up in the Wye River Memorandum and the Tenet work plan. In other wordw, if the PA keeps its obligations to dismantle terror organizations and significatly reduce terror in cooperation with Israeli officials the prisoner release will proceed, but never are murderers to be released. this is stipulated in the plan itself.

2. The following categories of detainees and/or prisoners will be included in the abovementioned releases:

a. all female detainees and prisoners shall be released in the first stage of release;

b. persons who have served more than two thirds of their sentence;

c. detainees and/or prisoners charged with or imprisoned for security offenses not involving fatality or serious injury;

d. detainees and/or prisoners charged with or convicted of non-security criminal offenses; and

e. citizens of Arab countries being held in Israel pending implementation of orders for their deportation.

In other words, all the above criterion must be met.
