County adjusts law on X-rated entertainment
County adjusts law on X-rated entertainment
By Bill Novak
The Capital Times (Madison, Wis.)
March 5, 2005

County Board supervisors are fine tuning the adult entertainment
ordinance for Dane County to include safeguards preventing the new law
from running afoul of First Amendment rights to free speech.

Supervisor Duane Gau of rural Sun Prairie, originator of the adult
entertainment ordinance amendment that was passed Feb. 24 by the County Board, worked with Assistant Corporation Counsel David Gault to come up with better language for the law so the county is very specific on what is or isn't allowed.

"Full disclosure" of the body, or complete nudity, is allowed under the proposed new ordinance, as are acts that simulate (but are not actual) fondling, sexual intercourse, masturbation, flagellation, sodomy, bestiality, necrophilia, sadomasochistic abuse, fellatio, cunnilingus or any sexual conduct as defined by Wisconsin statutes.

(How does one "simulate" fondling?)

1. As a cunnilingus expert I would think it to be hard to simulate that form
of pleasure. You can move your tongue really fast, do they consider that breaking the ordinance?

2. I think simulated acts are exempt. It's the ACTUAL acts that are illegal
I just wonder how you "simulate" groping.

That's like "simulated" juggling, I guess.
