There are public lands in the Yelowstone Park area, that's supposed to have a high oil and/or gas potential. It was widely suspected at that time, that ANWR, which doesn't have all that much prospect, was merely a stalking horse for the far larger potential in the Lower 48. There are a lot of other public lands that also have such a potential. The primary advantage of ANWAR was how well it could be sold to certain unions --- Teamsters, Building Trades, and Maritime.
If that CREEP accomplishes nothing else out of ANWR other than creating a fissure in the labor movement, he can count it a huge success.
