Election Reform

The closest gubernatorial contest in state history has put Washington’s elections under the microscope of public scrutiny and confronted state lawmakers with a need to act.

I believe that it is vital that we continue to improve the way we run elections. These bills will address many of the problems that we saw last year. These proposals were developed by listening to people from all over the state – voters, citizens’ groups and election officials. The end result was a package of bills that add greater accountability to the election process by implementing several major reforms.

House Bill 2027 changes the date of the Primary Election from September to the third Tuesday in August. This change will help our county auditors and election staff time to get ballots mailed out – especially to our soldiers who are serving overseas.

House Bill 1754 would require all the counties in the state to convert to mail only elections by January 1, 2008. Currently four Washington counties vote entirely by mail, as does the entire state of Oregon. Voting by mail will save money and help clean up the process by having similar ballots across the state.

Finally, House Bill 1749 requires the review of all county election procedures once every three years by the Secretary of State. This bill is about accountability and transparency in our election process.

These bills will now be considered in the Senate and we will take a closer look at election reforms passed by the other chamber.
