2. It depends on the county

Every county but Clark (Vegas) is 5 voters = 1 delegate. In Clark county (Vegas) it is 50 voters = 1 delegate except on the workplace sites where 5 voters = 1 delegate. But those are rounded it ends up depending upon turnout as well. In some cases it takes 8 voters = 1 delegate.

So, it's 5:1 everywhere outside the highest population county.

And there it's 8-50 to 1 ratio depending on turnout.

And... it's not secret ballot.
