Let's see.
There was Jay Garner. Then Paul Bremer took over and changed course.
Bremer set up a caucus system. Then Sistani complained and Bremer changed course.
Bremer was going to reduce troop strength, but then Sadr started an uprising and the United States changed course. (They aren't calling it that. They are calling it "taking advantage of overlap." How quaint.)
Now Bremer and Bush are determined to turn over something they can call "sovereignty" by June 30th. Here's where I predict the Bushies will outdo themselves. They will eliminate any real sovereignty from the package while crowing about how they succeeded in turning Iraq over to "the Iraqi people." They will change course on sovereignty while swearing everything is on course.
