If I don't apply for the job or want the job how is Obama supposed to know about me?
People who work for the administration will be there because they want to be there and have asked to be there with the exception of the cabinet officers and first tier White House staff who may be approached for interest based on their public life resumes (i.e. they have been in government before).
These are complex beauracracies this isn't the gap or even your average corporation. I'm all for some fresh blood but I'd like to have some people on deck who know how to maneuver through them.
