or was he given permission to vote that way? Maybe the veto will be used as a "big stick" towards Congress for retribution, so Normy could now vote this way to save face for his next election.

is when his vote won't matter. Usually it's been that Bush was going to get his way no matter how the weasel voted. This time is different only because the Boy King wouldn't have gotton his way with or without Norm. I bet if the vote had been close he would have behaved differently.
Though, I will not dismiss the idea the little rat is packing his bags and is now sucking up to McCain.
