In a Georgia federal court today, a judge has barred the state from enforcing the new state law requiring voters to show photo ID at the polls. In the ruling, the US District Court in Rome, Georgia, agreed with critics who claimed the law amounts to an unconstitutional poll tax.

The Republican-backed measure sparked racial tension during the state's legislative session last spring. Most of Georgia's black lawmakers walked out at the state capitol when it was approved.

Republicans are asking the judge to reverse the decision tomorrow, and if that doesn't work they will file an appeal.

"The next step is after tomorrow is to go the 11th Circuit and ask for expedited review," said Georgia Sen. Eric Johnson (R-Savannah). "If they accept, that is still several months and time crunch is back in place to have this law up and functioning by November 2006 elections."

As of right now, voters will not have to show ID for the upcoming elections in November.

Tony Blair's majority was slashed to 25 last night after a series of rebellions over controversial plans for identity cards. Despite a chorus of criticism the ID Cards bill passed its final Commons stages by 309 votes to 284, but the party's 66-strong majority slumped to its lowest level since the general election.

Twenty five Labour MPs rebelled, including the former ministers Clare Short, Kate Hoey, Glenda Jackson and Mark Fisher. Earlier, Labour rebels helped halve the Government's majority as they attempted to wreck the ID Cards Bill with two key amendments during an angry day-long debate.

The Bill now passes to the House of Lords, where the project is expected to encounter strong opposition.

Twenty one Labour MPs voted against the Government to back a rebel motion attempting to prevent ministers forcing people to register for an ID card when renewing passports or driving licences, cutting the Government's majority to 32.

In a second vote on a rebel attempt to make ID cards free of charge, rebels cut Labour's majority to 33.

Edward Garnier, the shadow Home Office minister, condemned the proposals as " an obscene and absurd".

OK, so let's be clear on this. This guy runs the company that has about 30% of the US voting machine market. Sequoia used to be an English comopany and now it is owned by folks in Venezuela who can't even get a visa. I wonder if there is a trade in the making. 16.10.05 | Antonio Mujica, CEO of Smartmatic, got very upset Friday morning whilst trying to renew his US tourist visa. The entrepreneur waited a good while before being called by a US Embassy's consular official, who informed him that his visa had not been approved. Mujica, very crossed, requested, in English, explanations as to the reasons for it. He argued that he was legal, that he had an important company in the USA and that he had to travel with urgency to that country.

The American Consul's rejection was categoric as a very disturbed Mujica left the embassy without uttering any words in Spanish or English.

WAMPSVILLE - Because of delays by the federal government, Madison County voters may not get the chance to voice their opinions about the future of the county's voting system before it is replaced next year.


Although the county's board of elections commissioners must decide on a system to replace the lever voting machines currently used before the first federal election next year, they may not have time to hold any public meetings or forums to discuss the issue.

"I'm worried there is going to be an attempt to push this thing through way too quickly, without public info and comment," said James Goldstein, supervisor from the Town of Lebanon.


There has already been much debate over whether the county should adopt the direct recording electronic (DRE) voting machines or the optical scan paper ballot machines, when they have to replace the current lever voting systems to comply with the federal Help America Vote Act of 2002. The DRE machines are a touch screen process, similar to an ATM machine, while the optical scan system involves voters marking a paper ballot, which is then run through a machine to electronically tally the votes.


Goldstein is worried that the public will not have enough say in the decision between these two machines though. At a Sept. 23 meeting of the Madison County Board of Supervisors' Administration and Oversight Committee he proposed a resolution whereby the county's election commissioners, Lynne Jones (R) and Laura Costello (D), would agree to hold hearings about the two different machine choices once they are certified by both the state and federal government.


There may not be enough time to hold any hearings before the state needs a decision as to which machine Madison County will use though, Jones told Goldstein at the meeting.


"We are just worried that if we bring out information on a system that's not certified it's just going to confuse the public," Jones said on Monday.


Jones added she and her colleague were instructed by New York State legal counsel not to participate in any hearings before the machines are certified.


"There is nothing certified. There is nothing to have hearings on at this point," Jones said.


Before Jones and her colleague can make a decision on which system is a better choice for Madison County, they have to wait to see which machines pass both federal and state certification. She said the federal government is not expected to certify any machines until November or December, and then state certification could take three to four months after that.

BAYBORO - Pamlico County had no ballot-counting glitches in the 2004 election, but the county still will have to scrap about $108,000 worth of voting machines.

Commissioners expressed their displeasure Monday night with the legislature's Aug. 26 law that requires counties statewide to use machines with a paper trail back-up.

Even with about $106,000 in state money to buy a requested 39 new machines and software, the county still must ante up about $50,000.
Working with a current budget that was cut to the marrow amid tight economic times for the county, the board will have to find revenue to pay for the new machines.

The new law came after 4,438 votes were lost in Carteret County and other glitches around the state left other races in doubt in 2004.
"I think the state is asking for something almost impossible," Chairman Doug Brinson said of the statewide demand.

"We haven't had a glitch like Carteret County," he added.
Commissioner Christine Mele echoed the frustration.
"There are 2,741 precincts (in the state)," she said. "It just ticks me off that out of all those, one precinct making a mistake has resulted in this."

Vendors supplying the machines have until Nov. 4 to make bids, with a decision on a one-year state contract coming Dec. 1. Public demonstrations will follow with commissioners getting their chance to view the options, with a Jan. 20 deadline to purchase.

"The period of time to see these (machines) for the first time and to make a decision is incredibly short," Mele said. "I am very reluctant to make that kind of decision in a month."

The new system must be in place by November 2006, but local elections boards are required to hold a test before the general election. Pamlico County will test the machines in the May 2006 primary.
"(Machines) are going to be required to have the same price across the state," said Deborah Todd, Pamlico County elections director. "The richer counties can't get it at a different price than the smaller counties."

Special prosecutor Patrick Fitzgerald is trying to determine whether Vice President Dick Cheney had a role in the outing of covert CIA operative Valerie Plame-Wilson, individuals close to Fitzgerald say. Plame’s husband was a vocal critic of prewar intelligence used by President George W. Bush to build support for the Iraq war.

The investigation into who leaked the officer's name to reporters has now turned toward a little known cabal of administration hawks known as the White House Iraq Group (WHIG), which came together in August 2002 to publicize the threat posed by Saddam Hussein. WHIG was founded by Bush chief of staff Andrew Card and operated out of the Vice President’s office.

Fitzgerald’s examination centers on a group of players charged with not only selling the war, but according to sources familiar with the case, to discredit anyone who openly “disagreed with the official Iraq war” story.

A senior aide to Vice President Dick Cheney is cooperating with special prosecutor Patrick Fitzgerald in the outing of CIA agent Valerie Plame Wilson, sources close to the investigation say.
Individuals familiar with Fitzgerald’s case tell RAW STORY that John Hannah, a senior national security aide on loan to Vice President Dick Cheney from the offices of then-Under Secretary of State for Arms Control and International Security Affairs, John Bolton, was named as a target of Fitzgerald’s probe. They say he was told in recent weeks that he could face imminent indictment for his role in leaking Plame-Wilson’s name to reporters unless he cooperated with the investigation.

Others close to the probe say that if Hannah is cooperating with the special prosecutor then he was likely going to be charged as a co-conspirator and may have cut a deal.

Hannah did not return two calls and several emails to his White House address seeking comment.

Fitzgerald is investigating whether officials in the Bush Administration illegally outed a CIA agent to get back at her husband, former Ambassador Joseph Wilson, who was a critic of the Administration’s faulty intelligence and lead-up to war.
In a July 2003 editorial, Wilson wrote that the Bush administration “twisted” pre-Iraq war intelligence in order to win public support for the Iraq conflict.

Specifically, Wilson called into question the veracity of President Bush’s claim in his January 2003 State of the Union address that Iraq tried to purchase yellow-cake uranium from Africa. Wilson had been sent on a fact-finding mission to Niger a year before and reported that those allegations were unfounded. Bush administration officials said Wilson’s trip was a boondoggle, and was set up by his wife who worked at the CIA on weapons of mass destruction.

Those close to the investigation said in June 2003, Hannah was given orders by higher-ups in Cheney’s office to leak Plame’s covert status and identity in an attempt to muzzle Wilson, who had been a thorn in the side of the administration since May 2003, when he started questioning the administration’s claims that Iraq was an imminent threat to the U.S. and its neighbors in the Middle East. The specifics of who issued those orders and what directives were given were not provided.

Columbus - A bill expanding access to absentee voting - but with ID requirements and other restrictions missing from a proposed constitutional amendment - cleared the Ohio Senate after an unusually raucous session Tuesday.

Senate Democratic Leader C.J. Prentiss culminated a three-hour debate on the no-fault absentee voting bill by plastering masking tape across her face to symbolize the voter-suppression measures her caucus believes are in the bill. They argued that the ID requirement would be hardest on the poor and elderly.

The legislation, which heads to the House, would lift limits on the use of absentee ballots, but would also require identification to use them. It also excludes a 10-day grace period for receiving the ballots, which is contained in November's Issue 2.

Issue 2 is one of four constitutional amendments on the ballot backed by a predominantly Democratic group called Reform Ohio Now...
