Master chief petty officers are no longer eligible to apply for degrees funded under the Navy’s Advanced Educational Voucher program.
The news was quietly announced in NavAdmin message 356/08, released Dec. 15.
In addition, officials have cut the maximum allowable time in service for the program as well by two years for E-7 and E-8. Chiefs with more than 16 years of total service can’t apply, nor can senior chiefs with more than 18.
“This decision will open up more quotas to deserving E-7 and E-8s,” said Cmdr. Brenda Malone, spokeswoman for the Navy’s chief of personnel.
Malone also provided statistics that show few master chiefs were even applying for the program. Since the program started in fiscal 2005, 58 sailors have applied to complete a bachelor’s degree, but only four of them were E-9s. Of those, 43 were accepted, three of them E-9s.
