If it wasn't illegal, why did he lie about it and try to cover it up ?
Did he just forget it was legal? Or he didn't want to be embarrassed? He covered up information in a criminal investigation, it seems to me.

To have have admitted the lies by exposing the machinations that were necessary to cover up the doubts and truth would have doomed Bush's reelection.
