Fiscal Responsibility of the Army (keep wounded vets from getting benefits)
From the NPR stories:

Army officials in upstate New York instructed representatives from the Department of Veterans Affairs not to help disabled soldiers at Fort Drum Army base with their military disability paperwork last year.

"To be tossed aside like a worn-out pair of boots is pretty disheartening," the soldier says.

1. Something's not right...
.... while I agree that those actions are inexcusable, is the VA Dept not completely separate from the DoD? How does impeding the VA aid in fiscal responsibility for the DoD?
