Why isn't the District of Columbia considered a state? Is it a country within the United States? Is it part of the United States? Who's laws apply this seeming oddity of acreage? I was talking to a cousin who mentions these types of thing and I must admit I can't ever remember having this whole District of Columbia thing explained to me. Anybody know what's the deal?
