If I understand it correctly, a pardon explicitly implies a forgiveness of an illegality. He couldn't pardon anybody - it would have been admitting they'd done something criminal - something they needed a pardon for. Painted into a corner again, george.

And the press calls up George and he says, 'yep, I signed it'. Who is to say he didn't and who is to say the channel makes it invalid - who could challenge it at all?
