This country is in no real way democratic. It wasn't really intended to be, and democracy was considered a "dangerous" form of government by the people who set up our constitution. It gets closer at the local level, but even there you have some relatively "undemocratic" features.
Prior to the revolution, and even up to the constitution, it was far more common for people to gather, and argue, issues in the local tavern. Then they would "elect" a representative to go to some "convention" meeting to address certain issues to "represent" them. When the convention was over, their "service" was done. Yes, frequently the same guy got selected over and over. But it was also common for them to select the guy that best represented them on THAT issue.
That's about as close to democracy as you're gonna get.
