With the various document dumps by Wikileaks and reaction it's getting from our government and others, I have to ask why do you think our government uses secrecy?

There are very good reasons to maintain secrecy in diplomatic communications; it's entirely reasonable to suggest that our diplomats should be allowed to report back things their host countries would not appreciate being made public.
That said, the shroud of night tempts thieves.
