twitter does monitor that account and has removed posts that violate the TOS. Khamenei does not violate the twitter TOS on a regular basis. Trump got the ban-hammer for endless TOS violations including the last ones that incited an armed insurrection.

They give wide latitude to heads of state, as they should. Being a horrible head of state of a horrible government is not currently a TOS violation in itself. Instead, shit posting horrible stuff is what gets you banned.
