16. This was both an insurrection and a riot

A riot is a type of disturbance, i.e., a violent one. An insurrection is a disturbance with one particular purpose.

An insurrection is an uprising or rebellion against the government. It can be attempted and/or accomplished by means of a riot. But it can also be attempted and/or accomplished by other means not involving a riot.

A riot can be totally unrelated to insurrection, for example, an angry mob pillaging and looting with no intention of targeting or rebelling against the government.

The January 6 events were both an insurrection and a riot, i.e., it was a riot engaged in for the purpose of insurrection.
