17. In a normal nation yes, but the US has a horrific law enforcement template in terms of

police forces that it has erected. Hyper-militarised, both in terms of staffing and equipment, orchestrated and defended by criminal crime syndicates falsely called police unions, all backed by an ecosphere undergirded with both racism/white nationalism and an absolute deference to the rich and powerful.

The political will to tear that corrupt, violent, deadly template down simply doesn't exist, and so the cycle of brutality is just going to keep repeating itself ad nauseam.
