Bottom line: PCR is so sensitive that it can detect residual fragments of the virus, inert particles that have no ability to infect others. How often that's the case with a positive PCR depends on the sensitivity of the test, and that piece of information (the PCR threshold level, or augmentation cycle number) is unfortunately almost never included in media reports about Covid outbreaks.
