I think it is difficult to motivate youth to vote. But it has always been that way. It's nothing new. It has nothing to do with cell phones etc.
I was young once and I didn't vote. I didn't have a cell phone or a computer etc. I was just too busy.
Youth don't vote for the same reason that many minorities don't vote.
They just have more pressing needs in their life.
After I got done being young, I was raising kids. (Fortunately, today's technology does allow young parents to keep more up to date than I was) I didn't have time to keep with up with politics when I had kids running around my house. We didn't have cable either. My kids' safety, their well being, their schooling, their social lives were always my priority.
Maslow's Hierarchy of Needs indicates why.
Youth, young parents and minorities needs often at the base of the pyramid. Civic engagement is at the top.
Many retired people are at the top.
We were all young at one time and we weren't much different than "kids these days" back then.
