Obviously, we have to proceed with the assumption that he would find a way to do it, but I think there's a very good chance that it just fizzles out like the wall did. If that happens, plan on a bunch of token efforts and photo ops so he can brag that he did something.

His big money supporters would probably balk at spending hundreds of billions of dollars on a boondoggle with no chance of success, when he could just give it to them in a tax cut.
