Some possible answers:

Back in Trump's first term, people still pretended there was a rule of law.
The DOJ, federal prosecutors had to make their case, they had to gather enough evidence to take to
make the arrest and take to trial.

Now of course, none of that matters, yes Trump would arrest Epstein right away.
It is funny to think how far we have descended. Today Trump will arrest anyone, at anytime, with no evidence,
and made up charges. Back then, there was still pretense of rule of law however.

Or perhaps Trump had been negotiating or threatening Epstein behind the scenes and thought
Epstein would play ball. Epstein balked, or wouldn't agree to some terms. Something happened.
We can assume Trump wanted the Epstein list to protect himself and to use as blackmail and leverage.

Perhaps Trump had tried to kill Epstein before he was arrested. Epstein is wealthy, so he had a good security team.
Maybe he went into hiding. Jail was the only way Trump had access to him.

Or maybe Epstein, so narcissistic, thought jail would protect him from Trump.
Maybe others were trying to kill Epstein too.

When you run a sex trafficking organization for the rich and powerful,
and you have their names and videos, you have a target on your back to some extent?

I also think Putin was involved in the Epstein/Trump sex trafficking operation. Maybe Putin was
protecting Epstein. And Trump did not want to cross Putin, Trump thought Putin was his friend back then.
And he owed Putin for helping him steal the election in 2016.

I don't know, I am guessing here. But I am certain there were a lot of moving parts to this
investigation. Some of the detectives working the case can answer your questions bettter
than I can, but of course they will never talk.
