2. I see the logic but I don't understand how

he does that. Taxpayers pay directly to the Federal government, not through the state. They'd be in a heap of trouble if they don't pay their income taxes.

I could see a lawsuit claiming Californians don't owe taxes if they are singled out to not get their federal funding. And of course they historically pay more than they receive. They might win until it gets to the Supreme Court.
