10. How small of a town is it?

The town needs to install invisible camaras all around his property. If the township has little to no extra money in its coffers, then contact local civic groups or church guilds who might adopt a fund-raising project to cover the cost. If those local hoodlums do those kinds of things to his property, then they just might go the next step & harm him!
What a sweet earthly Guardian Angel your community is blessed with.
